[BUG] The Weight of Three Crowns- Zone EMPTY of NPCs

I attempted to do this quest earlier and noticed the zone rather empty. The only NPCs in the zone are the ones that came in with me. We arrived at the first NPC to speak to, Lady Laurant (or something similar), but there was no one. The mage NPC kept talking to himself and I decided to log out and back in because I did not like missing out on the story as that sometimes clears up missing interactables. It did not.
So, I loaded another character, this also sometimes helps clear up issues. It did not. I then paid to port OUT of the zone back to Skywatch. I figured I would just load back in from the portal, that MAYBE it would force the zone to load correctly. It did not because there is no longer the portals to enter in through (or I don't know where it is, the marker is now on Stirk with no wayshrine on my map despite me having stood by it when I WAS there). If someone maybe knows where the portal to Stirk is hiding on the Aldmeri Dominion side, that might help me at least find it again, even if the zone is empty.
So now I am stuck. I can not abandon the quest to try to re-take it, and I can't get back in. When I was there it didn't matter anyway because every NPC was missing. I HAVE reported the bug in game.
I'm always the first to defend this game and I understand there are issues, but my character is now unable to progress, and I'm not very happy about it.. I'm pretty much out of quests (got the achievement for my faction also) aside from 1 other ( Sacre Tor) which I can't complete as it is too difficult for me right now (I am trying to level more to hopefully make it easier, but I'm out of quests now). The only thing for me to do is create an alt to be able to play and that is not what I want to be doing right now.

I had this happen but when I got to the Summit the 3 leaders were there so I was able to complete it. I do still worry about the absence of the 3 NPCs that your companions talk to on the way up to the summit, though. I worry if it will affect my future quest options in Coldharbour.1
