New player: Dragon Knight build with questions

I've been playing around with the game for about 3 days now.

I've got a DK who's about level 20.

I've been finding success using a build involving damage over time affect stacking and then using reverse slash/executioner to finish the opponent off.

Right now, due to low level, I don't have a ton of skills.

I'm using poison arrow, unstable flame, and burning breath. I'm hoping to add a few more ranged dots to my arsenal as I level such as acid spray. So that I can stack them all and then go into melee mode for the kill.

I'm also really liking empowering chains + executioner combo. Empowering chains increases the base damage by a flat amount and then executioner multiplies that flat amount by as much as 300% on the execute.

I've also found a few other effects that do smaller but similar effects such as immovable brute and juggernaut which also increase this flat damage empowering chains provides. I like empowering chains in general since it's an interupt/positioning tool and it deals a significant amount of damage with these synergies.

I do have a few questions.

I notice on certain guides, they say that stamina and magika add spell power and weapon damage. Anyone have ratios? Is it worth stacking these stats over health? Or do you just get enough of each to sustain your skills?

So far I've dumped everything into health. Unstable flame and flame breath cost nothing to spam. And I have enough stamina to spam execute pretty freely.

I'm looking at the cost of spells later and they seem much higher. Particularly flames of oblivion's 50 magika/sec. I'm thinking about changing that out for something less mana intensive.

My character is an orc. I'm wondering if I made a good choice there. I was thinking the extra sprint speed, a bit of free hp/stam and some in combat healing bonus would be a good perk (and I always played Orc in ES for Berserker rage in the past) Imperial seems good, as do a few other races.

    Also wondering.

Is there snap shotting in this game? Or is everything live?

If you put a dot on someone with a temporary buff up, does the entire duration of the dot get the buff or does it just stay for the duration.

Conversely, can you apply a bunch of dots, and then buff to buff the already applied dots?

I'm guessing it works one way or the other.

I think that would decide wether or not flames of oblivion is worth while. If it buffs all the dots that were previously applied, it could be worth a significant amount of dps.

I haven't seen much to indicate how it works in ESO, but I've never seen a game that allows a newly applied buff to effect dots that were applied prior to the buff. I would expect ESO to be the same in this regard.

If you're not having any difficulties, which at 20 you really shouldn't be then just play the way you enjoy playing.

I'm just trying to understand the mechanics involved.

I agree Ori, that it normally would be strange to see. The only reason I wonder if it works this way is because it seems to be a debuff applied to the enemy, rather than a self-buff for you. If it was a self buff, i'd think it would be the snap-shot mechanic, and if it's a debuff, I'd guess that there's just a 13/100 chance of them taking Xcrit damage each time they take damage, which would mean it would work with pre-existing dots.
