Veteran Potion Speed glyphs

My VR2 potion speed jewelry does not reduce the cooldown of VR1 potions, despite what the tooltip says. Is anyone else experiencing this? I would love to have some confirmation, please.
It used to affect dropped (but not crafted) VR1 potions, but now they seem to have no effect at all on veteran-level potions. Work on dropped "Level 50" potions just fine. I have tried reequipping, relogging, etc.
I am currently a VR3 using level 40 crafted potions because it is the best these enchants will allow. I am worried that once a character can use VR5 potions, these glyphs will be obsolete entirely because they simply will not work.

✭✭I tested in PTS with VR12 and it works (gold glyphs with crafted potions). Is it possible that different potions are different grades (crafted to be considered as epic and you need to use epic glyphs)?Because I can!0
