Do the Hunding's Rage or Night Mother sets work?

I have the 3 trait on NM and the 5 trait on Hunding's Rage as a Nightblade v12 all legendary... I'm still weak. Do these sets even work? Where can I find out? I'm constantly reading from patch notes that some new set "now works properly."
