Torug's Pact + Powered trait = ?

Hi all,
I was wondering what the result of wearing Torug's Pact set (-1 second weapon enchantment cooldown) and wielding a golden Powered weapon (-48% weapon enchantment cooldown) would be?
1. Do they even stack?
2. Does it apply to Glyphs?
3. If yes, which would apply first and what would the end result be? From what I understand, the unmodified weapon enchantment cooldown is 6, does it mean it gets reduced to 2,5 or 2?

Hi! This video is actually based on a bug: Torug's Pact used to increase heavy attacks' speed, but this has been fixed and now it works properly, affecting internal cooldown of weapon enchantments only.
UPD: Still looking for an answer, btw
