What's your fps? Normally the lag is connection based and not so much due to your computers hardware. Especially if you are getting lag in low settings, unless you are on a laptop with an nvidia card, in which case your optimus system probably changed back to the integrated card instead of the nvidia.
The EU servers are in the US and I suspect that, that's the major culprit for server lag.
Yup, I play on EU server from UK and the lag issue started in that now Infamous patch that broke everything.
It ain't your computer as mine is an Asus G750 laptop that used to play ESO on Ultra settings and it now lags and stutters the game like hell.

I don't know how but now it doesn't lag on minimum. It's a good 65 fps now for some reason. Which is good but should be WAY MORE still.What's your fps? As a noob here I don't quite get what you meant with the 2 latest sentences. I do have nvidia. How can I fix this then?

In the nvidia control panel goto 3d options and under the programs tab look for ESO.exe or whatever it actually is (never paid attention to that) and then chage the settings from auto, integrated to dedicated nvidia. that should fix it for you.
I have the complete opposite problem you have my laptop has a program on it which causes it to always run with nvida graphics which is horrible for battery life
