Tempest Island Dungeon - quest giver not giving quest

My mates and I are EP. We came to Tempest Island, as I understand it the Battlereeve lady by the rocks is supposed to give us the quest (by the way, silly for the wayshrine spawn point to be up off the beach when you could have easily made it down by the broken ships and then players porting in from other alliances would still be right next to the quest giver).
However, we've tried numerous times, relogs, different people being leader, killing mobs first, not killing mobs first, everything we can think of. That lady simply will not give us the dungeon quest.

Yeez, no need to shout. It is only one skillpoint of 300+. Your moral decision in the mages guild line has twice the impact.I WANT MY SKILL POINT.
This quest has been buggy ever since 1.0.5, but was fixed before Craglorn (not done since). Last time I did it you got the quest via a event. when going to far from wayshrine. If somebody ran off without waiting for all to enter and started the event (so others could not be there when it started) it was his fault you did not get it. And there is a chance it is bugged again.

iAmTheTot✭✭No one had the quest because no one's been able to get the quest. The instance was most certainly reset many of the times because we had usually killed things before we left and retried, that way we would know if it reset or not. Always had.
The quest giver constantly just has her generic greeting dialogue. No quest marker on the compass or above her head. Nothing.0
