Fps problems and v-sync.

Anyone else wondering if the v-sync setting is actually on when you turn it off?
I have been having some fps drops once in a while. Whenever I drop below 50~fps was starting to notice fps drops even when fps meter wasnt showing anything special. So I did change the setting on and those problems were gone. I dont remember everything about how v-sync works but for it seems like the setting bug or something.

V-sync keeps you from seeing horizontal tearing in your screen when your graphics card pushes out fps numbers higher than the refresh rate of your monitor (typically 60)

so if you have 120 fps, on a 60hz monitor, you should turn on v-sync for a better gaming experience.
if you have 20 fps on a 60-120-240hz etc etc monitor, then it doesn't matter
    RAWR!!!

I have v-sync turned on and still experience horizontal tearing. Also, is your maximum texture detail Medium? Please, WTF, with 4GB Geforce GTX780 card on 64-bit Win7 system? No way!

I have no problem with tearing and I have no need for v-sync (144hz screen, 4770k@4,2Ghz). The problem is that for me it acts like v-sync is on when I turn it off on settings. Or then Im missing something.

With v-sync on it cant maintain the exact fps your gpu is capable to push trough if the fps goes below your screen refresh rate because the gpu is forced to wait the actual buffering. So this is what I think Im experiencing when I turn the v-sync "off" and when Im turning it "on" it goes away. Or that is how I remember it.

I have maxed all of my settings. It might because of your screen, but try turning it OFF. Does the tearing go away? If so. I might have guessed right.
I have no screen tearing either way v-sync off or on. gtx660ti oc, and before you ask yeah the game runs smooth with it :D Bought 4770k while ago for mmos. Keeping it at 4,2Ghz and works like a charm^^

And I assume this game is using double-buffered v-sync.
