Characters can no longer use certain abilities after the 1.1.2 patch

Hi everyone,
I'm hoping someone here may be able to suggest a fix for the recent issue I'm having with my characters after the 1.1.2 patch. First and foremost, I had no apparent issue with the patch itself; it seemed to download and apply without any issues. The game itself appears to be running as it should (more or less besides some bugs here and there but nothing really "out of the ordinary" in TES terms anyway).
The problem I have encountered is that both of my ESO characters are now unable to use certain abilities. I have never had this issue before the new patch was released so I can only assume the two are related. After a recent test, I have found this issue also now applies to any new characters I create as well. All characters are unable to use certain abilities that I had unlocked through skill points. There is no one skill tree that is solely affected, rather there are different abilities that are now unusable from numerous different skill trees that I had already unlocked and assigned to my abilities bar. For example, the "Nightblade" character cannot use many of the duel wield abilities / class abilities that were unlocked and my other "Templar" character cannot use some of the one-handed abilities / restoration staff abilities / class abilities / soul trap ability to name a few. As stated earlier no one skill tree is the sole issue, it seems this issue is across all skill trees and is a problem with all characters, existing or new.
In terms of fixes, I have tried everything I can think of besides re-installing the game (which I would prefer to use as a last resort anyway as it takes a very long time to download and install), since it seems to appear (to me at least) the game isn't the actual issue but the characters have an issue tied to them. Other fixes I have tried include the /reloadui command, repairing the client and logging in and out of the game multiple times and also using the "Skill Respec" shrine, which cost me a significant amount of in game gold too. None of these things have remedied the problem.
Whilst I understand there are going to be bugs/glitches and other issues occurring in the game every once in a while, this particular bug has rendered all of my characters more or less unplayable. For a game that I must pay a subscription fee or buy a game-card in order to play, encountering this kind of issue is really disheartening,
I've been in contact with Customer Support so I'm currently waiting to hear from them but I am hoping someone on the forums may be able to suggest some more troubleshooting methods I may have missed in the meantime...
