New Locked Chests that aren't problem?

Never saw this before 1.1.2 .. 'locked' chests that aren't locked and are empty!
Can't be they've already been unlocked as they'd have to contain something to stop vanishing, these don't contain anything.
This sucks if intentional ZOS, these things are rare enough to begin with we don't need them nerfing by now having a % chance to be empty!

Sad to say, some bots can now open chests, fast and first try too. I fear we may have some underground bots going for chests now.
