stuck in cyrodill. Unknown error has occurred

Im currently stuck in a loop of being booted back to log in with 'unknown error has occurred' messages each time. Im on the NA server, bloodthorn, covenant. when i log in, i get roughly a minute before being disconnected, and in that minute i can move around, but all npc's and players seem frozen in place and i cant interact with any objects (like a wayshrine) so i cant get out of there.
