Is not being able to loot rare fish by design?

Hi! I know this has been discussed elsewhere, but I was hoping I could get some clarification from the moderators whether or not fishing rare fish and not being able to loot them was intended.
My issue with this is that there's no indication whatsoever that I've fished up a rare if I had auto-loot on aside from the fish being marked in Achievements as being caught.
I know this isn't a major issue, and if it was intended by design that rare fish are not lootable, a "you've fished up a rare!" prompt would be nice at the very least.
