eso causing loud PC sounds, need suggestions for PC upgrades

i feel like i am not fully experiencing eso to the max, eye candy wise
my graphics r on normal and my comp is making loud sounds
not a big computer person so i need help with deciding what to upgrade
here r some of my specs
intel i3-2120 3.30ghz
8g ram
radeon HD 6850
would upgrading the gpu be enough? i understand that if i buy too fancy of a graphics card its a waste bc of my bad cpu so what gpu would fit?
