ESO not grabbing focus, cannot click on anything - v2

When I hit "Play", the game loads up in the background rather than on the screen. If I try to switch to that tab, I can see what's on the screen, but none of my keys work and I can't click anywhere. Thus, I can't sign in, and I can't quit out. I can alt-tab in and out, but it never lets me click anywhere in the screen. It is, however, focusing on my desktop, so if I click on what LOOKS like my ESO screen, I'm actually clicking on the hidden desktop icons behind it.
If I delete the usersettings file, it'll work. One time. If I close the game and bring it back up for any reason, I have to delete the usersettings file again in order to make it work.

nsuterryb14_ESOSoul ShrivenIt may be tied to the fact that I run in Fullscreen. Put it in windowed mode and haven't YET had the problem again.
