Possible bug: reduce magicka cost while wearing light armor

Have any of you notice this before?
I have all the passive abilities of light armor skill line. Normally when I'm wearing light armor or a full set of light armor, magicka cost of my spells is significantly reduced. But sometimes when I change my armor from heavy to light, the passive ability Evocation doesn't work and the magicka cost of spells remains the same as I wasn't wearing light armor. I have to relog to fix that. For example Pulsar costs me 280 magicka while I'm wearing a full set of heavy armor, then I change all my armor to light and it still costs me 280 magicka. Then I relog and Pulsar costs me 163 magicka. The Euro server is offline now. Will it be fixed after the server is online? Or will it be fixed next time the server is under maintenance?
