Any set that does direct damage or damage over time above and beyond/outside that done by the skills you use. So no and no. Those sets simply add damage to your tooltip — it's up to you to use it effectively.How would you even determine what's a proc set? Is clever alch a proc set? Briarheart? Any damn monster set?
Sure, why not. Causing damage because you just got damaged? That adds nothing positive to the game for me. Remember: I said "Personally" and "For my purposes." Your opinion. Notice how I'm not angry that you are expressing it.There's nothing wrong with "proc sets". There's something wrong with how strong some of them are.
Again:It would be way more helpful for the community if we focused on what we actually want. No one wants this. We just want balance and as few "Best In Slots" as possible.
