Single Target Abilities Not Working

I have no idea why this happens but I've not had this issue last year at all.
Randomly, all my single target abilities just go dark and I am unable to cast them, even my light and heavy attacks can't find a target... I am totally highlight enemies with my crosshair too. The game is only letting me cast ground abilities or self-target abilities. /reloadui did not help.

recently i was lurking on a rock and my DK was unable to shoot at a passing creature. no heavy attack no staff skillsPCNA
