Character selection screen shows Coldharbour for everyone no matter where they are

After the update, the character selection screen shows the Coldharbour background for every character regardless of where they are located.

It's like that since elsweyr or smth, one fixed background for entire expansion pack. Alliance ones are long time gone and were never about where character is located
