Mouse input stop working when enter dungeons

I've experienced this issue multiple times on PC NA. All functions of my mouse fail when I enter a dungeon. At first I thought it was a bad contact with my hardware, but when I PTE out of the instance my mouse function returned. Many of my friends have reported the same thing happening to them, please fix it

ZOS_BilladminThere could be an issue with your "UserSettings.txt" file causing the control problem your encountering. Recreating this file may help resolve your issue.- Navigate to the Documents folder. (It'll be under favorites in the Finder option)
- Documents\ElderScrollsOnline\Live\
- In the Live folder you will find "UserSettings.txt".
- Create a backup then delete the text file.
- Open the ESO launcher and run a repair.
