Would you want that to happen to your girlfriend, mother, nieces or any of family related? How is it fair to the players who are trying to level up and receive rewards or in-game gear for that matter?

The only conceivable way this could work would be if once you opted for a private server, you could not return that instance of a character to the megaserver.
Or, well, hmm. Maybe if you simply created new characters ONLY for that private server. I don't play the FO games, so have no clue about how that works there.
I would love to try ESO on A private server. Would it be able to make ESO vanilla work? I mean pre One tamriel? When I bought the game back in 2014 I bought a Physical copy with cd's. But maybe they don't contain any game files but launcher files?

i think at this point you start getting into the territory of "why did you even buy this game"
