Setting to remove numbers from quest dialog options

The first screenshot is from a character I've had since Beta. There are no numbers in front of the dialog options. 
This is the way I prefer it. This second screenshot is of a new character I created today.
I have been unable to find the option to supress these numbers. Was the ability removed? If not, where is it hiding?
