Launcher is stuck on loading...

I done several things and nothing is working:

Repaired launcher about 10 times (when I was able to access repair tool)
Removed program data folder that only made launcher stuck on loading I restored folder so i can get to repair tool
Flushed Dns
Uninstalled/reinstalled Microsoft Visual C++ Redistributable for Visual Studio 2015 also 2010 edition
Updated my NIC driver
Restarted computer many times
Checked firewall/antivirus (both turned off at the moment) but I ensured there was exceptions
Uninstalled/Reinstalled the game now i can't get to repair
Used a VPN to see if ISP was blocking launcher
Disable automatic configuration script and proxy server
If i use the eso64.exe it now says my client is out of date
I put in two tickets and get a response back to do the things I've already have done as stated in ticket.

At this point I have no idea what to do...been trying everything for about 8 plus hours today waiting for a reply back from my tickets.
