Continue to get this issue with a friend of mine. He has done all the steps, waited the 15-20 mins to re log and this issue is recurring frequently. Thing is it wasn't happening till the recent launcher issue was resolved, thoughts?

Is your friend still getting Error 304 when trying to log in?
Please make sure to close the launcher before trying to login after waiting 10 to 15 minutes.The Elder Scrolls Online: Tamriel Unlimited - ZeniMax Online Studios
