Vengeance can't complete Cyrodill Intro Quest.

Tried to see what it would be like to start a new level 10 in Vengeance Cyro, so I started the welcome to Cyro quest.
When I got to the siege repair training part of the quest, I found out it can't be completed because practice repair kits they give for the quest don't work in the Vengeance campaign.
Tried to use the Vengeance repair kit but the quest won't accept that.
So not good for new players.
On PS5 NA.
