Changing Outfits

I have no idea if I am just being an idiot here, but I'm gonna ask anyway.
I recently bought a second outfit slot, and now have outfits in both slots. However ... I only seem to be able to switch from one to the other at an outfit station.
As I understand it, I should be able to switch on the fly by going into the Character tab and switching in the dropdown menu in the top right. And there IS a dropdown menu there, but it is greyed out and not selectable.
I've double checked that I do have outfits in both slots, and I do, but clicking on that dropdown does absolutely nothing.
Is this a bug? Or am I missing something somewhere?
