The blue boxes have, without exception, had 1 piece of blue overland gear. What is up with that?

Have to agree. I personally think the event is fun. It's something a little different, albeit within the limitations all games have being the there are only 2 base types of quest, but the blue reward boxes seem very rushed and ill thought out. I mean ZOS by no means always hit the mark, but at least you can see there was an intention, this just seems lazy.

The event announcement article says that the blue reward coffers have a very small chance to drop any of the extra stuff.

And the golden reward coffers have a much greater chance than the blue to drop extra stuff, but it's still just a chance.

I think they must have made the chances as low as they did because they're expecting the event to take a month or more, so they want earning the rewards to be stretched out over the expected duration of the event-- but that's just my guess.

It's only day 3 of the event (and I haven't done day 3 on PCNA yet, just on PCEU), but already I've gotten a few of the new style pages, plus some crafting motif pages and other things, especially the fragments needed to earn the special event pet. So I'm hoping I'll be able to earn everything by the time the event ends next month.

Edited to add: So far I'm only grinding 24 coffers (3 golden and 21 blue) on my main character on each server. I think some players might be grinding blue coffers on their alts, and I might start doing that, because I seem to be earning more gold from doing the event on my main than I'm getting from doing daily crafting writs on my alts, so I might decide to skip doing crafting writs on my alts and just do event quests on them instead.
