I can't complete this achievement because I can't donate to a beggar with him. The only random encounters I get are witches festival related ones.

Just keep searching the base game zones. This took me several hours, but I eventually found the beggar in Shadowfen:

The actual "beggars" can be difficult to run across. I generally see one either outside of Davon's Watch (past the wayshrine heading toward the Impresario's tent) or in Rivenspire, between Oldgate and the crafting station to the NE (I think, not in game so no map handy), to the left in the open area with grass, a tree, and planters with flowers.

I keep getting this Khal H. Hughez encounter where beggars should be spawning, really starting to hate whoever decided to tie this random beggar encounter to Zerith achievements.

Edit finally got it, thanks to the maps pins add on having the world achievements filter showing the spawn points, though I got light bringer achievement in most of the pact zones before I found a beggar encounter in Shadowfen.

It is hard to do right now due to event also spawning random encounters. Also you can group up with someone who already found a beggar as well. And as far as i know only the beggars which counts for Give the Poor achievement counts.

Not using add-ons, I found a beggar. Though I kept checking the same few locations over and over, probably around 15-20 checkings in total before I found one.

It seems the witches festival random spawns do NOT take the spawnplace of beggars. It is just that the beggars are so rare, that I noticed it is the witches festival random spawns taking the spot when nothing would have spawned otherwise. So they are not making beggars spawn less.

That said, beggars should spawn much more often and should spawn in many many more places in each zone. That way we can encounter them naturally at random. I have 100% completed all three main alliance zones on 15 characters(the others have 2 alliance zones all fully completed), and I still do not have the give to the poor achievement completed(only half). Meaning their spawnrate is WAY WAY too low. For comparison, even M'aiq the Liar is something I have already encountered atleast three or four times per each zone in all that same playtime/questing.

There's a couple of Dunmer refugees under the bridge in the middle of town. The male will beg. He is always there.

Exactly, he is the one I meant. But I did not want to reveal the exact location...

sadly i can only talk with the woman, no option to talk with the male dunmer :(

I went back and checked again. I doesn't seem to be possible to talk to the man while the woman is there. She was dead the first time I checked. Killing her seems to be the only way to talk to the man :s

I couldn't talk to him at all even with his wife gone.

I suspect it may be only possible to give gold to him ONCE and I already did that long ago?

Or possibly even, you can't give gold to him if you've already scored "Give to the Poor" elsewhere in Stonefalls?

I've completed the achievement years ago, and every beggar I've found I wasn't able to interact with. I'm beginning to think this might be bugged.

That's odd, because I've definitely given money to the beggars after I had the achievement.

I'm not in a rush for this achievement, so I'm going to wait until after the Halloween event is over before I go looking, though.

Yeah, I've given many times to many of them - the swollen-foot Bosmer, the Argonian fem, the guy with a bajillion kids.... the other Bosmer fem (not bringing the name up out of memory just now)....

There are lots of "beggar" NPCs in the game, but sadly, most of them are non-interactive. It seems only the ones for the "Give to the Poor" achievement count, and if you've already done it, the Map Pins filter won't help you because it won't show the locations. This whole thing seems really poorly thought out and probably should be addressed in a patch.

If you haven't completed Lightbringer or Crime Pays then it'll show, since all 3 achievements work off the same random encounter locations.

If you've completed all 3 achievements, then the Destinations addon will work, as it allows you toggle on locations for completed achievements.
