Why the 2 new companions aren't included for free for chapter owners?

The whole reason they were introduced later is so ZOS could sell them for crowns/eso+? Unlike previous years that the companions were part of the chapter?

    They're not attached to West Weald/Gold Road. In some way, this makes companions more available to players who don't own the latest Chapter.

    For me, the Scholarium and Scribing were fleshed out enough to count as replacing companions for the Chapter, but I'm sure some people would prefer companions, and I think that's fine.

    We used to get 3 new DLC per year, and last year we only got one. Getting two this year is at least something for ESO+ members to benefit from.

    For me, the Scholarium and Scribing were fleshed out enough to count as replacing companions for the Chapter, but I'm sure some people would prefer companions, and I think that's fine.

    That is still not enough reason to not give the companions free to Gold Road owners, it means the new chapter that cost same as last chapter, gives way less content to the ones who bought it. At this point, it is less than half the content of Necrom chapter. This is shameful. I don't own the new chapter but I still think that it is unfair to the players who bought the chapter.

    Exactly, having it included for the chapter owners wouldn't diminish eso+
    But zos dropping it at the end of year just cause they don't want it to be included with the chapter is quite bait and switch especially since they never said the companions won't be included for chapter owners.

    While I'm fine with making more content accessible for people who don't purchase the latest chapter, I still think that Goldroad was stripped of some of its value. Necrom in itself had vast amounts of content compared to Goldroad. I don't think the Scholarium replaces the content value for companions being attached to the crown store now.
