As the only missing player class in the companion line up, they pretty much have to do it and they managed just fine making other class companions who deviate from the class "norm", eg. Ember the sorcerer who summons squat diddly..

Yes, Ember didn’t summon anything but Sorc had some more damage choices spread through its other class trees. Also, I did mention that pets and tethers very likely wouldn’t be a part of the companion skills but that doesn’t leave much to put into a Necro Companion’s damage skill line. You take out pets and tethers and you got just Skulls spammable and Boneyard for damage. Tanking and healing even without pets has plenty of options.
I agree that they will do it most likely but I don’t see a necro Companion being something players are going to care to unlock, not until the Necromancer class has better options damage wise for ZOS to turn into companion skills.
We will have to see what ZOS comes up with this year for companions. Q4 DLC so we got time to speculate.

I actually think this is how the Companion Necromancer's skills will look, as it takes away the need for corpses or summons:
- Damage Dealer
- Some unique Ultimate associated with the Companion's Class (Necromancer) and personality. Maybe the old bone dragon Ultimate that players were going to have instead of Frozen Colossus.
- Flame Skull (single target damage)
- Boneyard (ground AoE damage over time)
- Death Scythe (cone damage)
- Tank
- Bone Armor (Companion 20% damage mitigation)
- Bone Totem (area defense buff)
- Grave Grasp (area crowd control)
- Healer
- Render Flesh (single target heal)
- Expunge (negative effect purge)
- Life amid Death (ground AoE heal)
In other words, Death Scythe is moved from the player Necromancer tanking line to the Companion Necromancer damage dealer line. It's like how Isobel Veloise (a Companion Templar) has the Companion version of Sun Shield in a separate skill line than the Companion version of Puncturing Strikes, despite player Templars having the player version of those skills in the same skill line.
Just echoing what others have noted, we will have two new companions in Q4 of this year. We'll have more info to share as we lead up to Q4 as well.

Bounty meter appears because a companion used a Necro skill to aggressively target and eliminate a chicken you fired a shot at in passing is going to be a meme all over the various boards/discords.

Perhaps one of the other scions is an Ayleid and following the GR story separates from Ithelia, willingly or not.
