I realize the visual effect at the feat accomplishes this, but obviously with how much aoe is going on, it can be difficult to discern.
Thought I'd ask you lovely folks before i tried to build such a thing only to find out its ultimately not possible.
Basically,
Player is not cc immune? Visual marker automatically placed above their head similar to the group markers accessible via tab menu
Player is CC immune? No marker.
Think its doable via add on?

To answer the question: No, not possible via addons, or at least not properly. You will end with multiple markers everywhere or none at all, making them blink etc., and it only can work if you move your mouse above players again and again. Addons cannot read or get data of any players around you, and that's good it works that way (especially in PVP). It only works differently for grouped players.
But the API provided does not support your purpose (and I'm really glad it isn't!).
And even IF this would be possible, please do not ask or use such addons or the devs of ZOs might rethink it AND remove the API which will break other non PvP related purposes again and break addons like the "good ones used for visibly impaired players -> Accessibiity" which would be a shame. Originally I pondered the idea for templar javelin trolling purposes to knock people off of things,
