Camera keeps looking up to the sky - please close thread

I use an Xbox One controller (release pre Xbox X/S) which has the latest firmware installed and works perfectly fine in another game without any drift whatsoever. Even if I hold the right stick steady, the camera crosshair will not stay put.
I have the latest GPU update and Windows 10 update
I have accessibility turned off
Problem is present in gamepad mode/automatic/PCUI mode. In PCUI mode my character continues to move forward and won't stop. I unbound some of the keyboard functions as I do not use keyboard to move and only use it for Guild Store/Guild History etc.
I have V-Sync off
I have done the following: Override high dpi scaling behavior in the ESO exe; Control Panel>Hardware&Sound>Mouse>Pointer Options then DESELECT the box labeled "Enhance Pointer Precision"

My mouse is still functional when I use my controller and I prefer to use my keyboard for chat, so I have those configured as such. I do use PCUI at the Guildstore and for other various things so I do go back and forth between GamepadUI and PCUI.

My resolution is the same as my monitor
I play in 3rd person
I tried camera sensitivity in all configurations
I prefer to have a wide FOV

Is there a way to keep the crosshair stable without it automatically moving ? Might I have a setting which is conflicting?

I can't edit my above post for some reason. Adding the following:

ESO launcher I found in the Settings/About/Game Consultant/Run tests

I did this and have a report and have reviewed it, but I do not see where to find where the problem is.

That reminds me a bit of the problem which I had recently, in my case too the camera was partly looking up to the sky, but additionally "spinning" around.

I did see a few posts and tried some of those suggestions and none have helped so far. I do not have any spinning although that was last years fiasco problem which resolved itself with an update either ESO update or Windows. One of the updates fixed that spinning problem for me. Also last year I had the input problem where the game wasn't recognizing any inputs whether it was kb or gamepad. That has since been resolved as well.

Currently the issue I am having is just the look up. If I do the invert then it becomes a looking down issue, so it is really specific to mouse look up and controller look up function. My controller and my mouse compete with each other especially when trying to swap UI between gamepad and PCUI. I just switch and it reverts me back. I just start browsing at the Guild Store/Roster/History and I get kicked out and back into gamepad mode. Automatic function is my preferred setting, however even in the direct PCUI or GamepadUI I still have problems. I disconnected my gamepad completely and in PCUI my character kept moving and only ESC would stop her. That is when I went in and unbound some keyboard move functions. It did not resolve my problem.

In other games my right stick on my controller works perfectly fine and does not drift or move. This issue is isolated to ESO only and it is possible one of my settings is still out of whack.

EDIT: Model of my Xbox One Wireless Bluetooth Controller (I have it wired via USB) MODEL 1708 FIRMWARE 5.17.3202.0

I use Xbox series controllers on PC, and I had this problem for almost a year, starting in 2022 and ending fairly recently. Only in ESO, nothing else. It eventually just...went away? I'm not sure if it was a Windows update or an ESO update, but one day I realized I was no longer fighting the controller to stop looking up at the ceiling every few minutes or seconds. I would've thought it was controller drift, except that it only happened with ESO. I swapped controllers a few times when I thought it might be drift, but all had the same camera issue, and only in ESO.

Weirdly, it did seem to be connected to my mouse. I use a wired Kensington ambidextrous trackball, and have used the same one for many years. (I also use a USB cable for my controller because I don't like the batteries dying in the middle of combat.) When I unplugged the mouse one day while the controller was determined to look up nonstop, to see if changing USB ports would fix it, the game camera immediately behaved. But, of course, I needed my mouse, so leaving it unplugged wasn't an option. As soon as I plugged the mouse back in, the controller started moving my game camera upward again. I don't use the Kensington software for my mouse because it's awful, so I'm just using generic Windows drivers. And I still have no idea why my mouse seemed to be making my controller misbehave, nor why it stopped. Although, I did notice the behavior ceased after a major ESO update. But I didn't notice right away—more noticing its absence after a while since it was an intermittent problem—so I can't say for sure that's what did it.

Yes it feels like it is a constant power struggle between the mouse and my controller even when I am not in automatic mode.
Those magical updates seem to make what appears to be hardware issues vanish.
I am hoping for a magical wand to wish this away.
I am using this same controller to play Diablo 4 which was just released this year and my right stick has zero problems.

I have been experiencing the "character keeps moving forward" issue off and on for some time now. It happens when a zone is loading very slowly and I'm trying to move around before everything has finished loading and rendering. As far as I can tell, the only thing one can do is wait a bit for the zone to finish loading.
