Anti-aliasing not working

Since purchasing a new monitor in 1080p, I've been noticing that edges on certain things (ice stalacites, hostas) in the environment, and character models (worse from a distance) are really poor and have that "stair-step" effect. When in conversation with certain npcs, there is weird movement with certain parts, such as hair or eyes, which is difficult to look at. I've tried enabling forced 16 and 32x anti aliasing on my gpu but this isn't fixing my issue, and doesn't seem to be applied to the game. How can I resolve this?

    Currently the only way to get better anti-aliasing is to use downsampling (running the game in higher resolution than your monitor supports and downscaling it to the monitor resolution). This requires a very powerful graphics card.

    If you don't have a powerful graphics card and don't mind blurriness then you can enable FXAA from graphics drivers. You can also try SweetFX and combine FXAA and Sharpening to lessen blurriness.

    It will allow you to force the card's anti-aliasing, among other things, like proper anisotropic filtering or vertical sync.
