Cannot interract with Rulantaril

In the quest "a son's promise" I have access to the tower and have to subdue Rulantaril but he does not talk and cannot be attacked. Other players had a similar issue.

Beldorr✭✭✭Correct me if I'm wrong, but I recall this quest being the stonefalls public dungeon.
I had this same issue, I came back a day or two later and it was working. I submitted a /bug request on it at the time. So maybe they fixed my character individually while they work on the quest issue, or it just worked a few days later.
I was in there helping a guild member a few nights ago and it worked from him just fine. I was phased out and couldn't help, but he was able to fight the guy.0
