ESO doesn't start automatically when "Auto Launch" option is selected

Please either fix the option or remove it.

    The launcher may not be auto launching on startup because of a permission issue. Please try setting both the launcher and game executable to run as an administrator. To do this, please follow the steps below:
    1. Right-click on the game Launcher and select Properties.
    2. Navigate to the Compatibility tab.
    3. Check the box that says Run as Administrator.
    4. Click Apply and then OK.
    5. Repeat these steps for ESO.exe, located in C:\Program Files (x86)\Zenimax Online\The Elder Scrolls Online\Game\Client (by default).

    This is the top hit for Google and Bing, but it seems to be out of date. The option still doesn't work. On Windows 11, there's no Compatibility tab on the desktop launcher (Steam), but I see that when the program is running, it's C:\Program Files (x86)\Steam\steamapps\common\Zenimax Online\Launcher\Bethesda.net_Launcher.exe. So I set that one and the game client to Run as Administrator, and the game won't launch at all. If I remove the Run as Administrator on the client EXE, the launcher can launch the game, but it still doesn't do it automatically. Any other suggestions?
