PC/EU, can't login but no errors

The usual login attempt, the standard window "Login attempt ...". This window hangs for about a minute, then "Login time is out". No any error, just "time out".
And want to note that the new server infrastructure (the subject of undoubted pride of ZOS) AT TIMES worse than the old infrastructure. Well, at least my personal experience is unambiguous in this regard.
