They undersold so im guessing they are hoping, maybe even praying the console consumers bite. The mmo market is too congested for a cult classic like elder scrolls. Especially since many other mmos have loyal followers.
So they probably won't release the numbers I'm guessing.

That's speculation. They have no way to know how many direct downloads were sold, because Zenimax hasn't released that information. Also, Zenimax is a privately owned company so they don't have to release it if they don't want to.

Thats not speculation- Those are the distributers numbers and affiliates numbers. How many physical copies were sold is the only thing not there, and i speculate that most people bought the download and not the physical copy.
