Gossamer set doesn't proc on overheals since last patch

Gossamer set stopped proccing on overheals.
After run in Kyne's Aegis hardmode our raid team noticed players had incosistent uptimes of Major Evasion when standing in AoE heals whole execute phase. This means Gossamer set procs only when player's hp is not full which wasn't the case since last patch and set procced correctly on overheals.
We tested it after leaving instance in open world boss and issue was the same. Set doesn't grant Major Evasion on overheals but only when player's hp is not full.
Which is big issue in trials like KA HM and HoF HM where many raid teams depends on defensive buff from this set due to strong increasing environmental damage.
Solution is to force dds to slot Deadly Cloak which grants Major Evasion but not every raid team is willing to do so and set which teams depended on certain content doesn't provide buff anymore and it wasn't mentioned in recent patch notes.
I've opened support ticket but maybe some of players here noticed this bug or opened thread so we can gather more info.

This. Gossamer only works on healing, not over healing. If it was working on over healing for you before, then it was bugged. That said, Gossamer being only 1 sec isn’t very desirable. Many have asked it to be at least 2 secs as some aoe heals tick every 2 secs now. So either get Major evasion from dual wield, 5 medium armor, or be a NB.

Can you clarify please? Do you mean it does not proc from heals that overheal you? Like you lose 2k health, get a 10k heal and it does not proc from it anymore? Or what do you mean exaclty?
Because sets like Gossamer and Transmutation never worked from just overhealing someone at full health (Unlike Spell Power Cure and Rallying Cry). The player wearing Gossamer has to heal another player to give them the buff. Like RealLoveBVB and maxjapank already said. But i am sure you knew that already.0 -

✭✭✭✭Gossamer has always worked like this which is why the set is functionally useless.
If it worked on overheals it would be okay - but for it to actually be worth running again it needs to work on overheals AND get its duration buffed to at least 2 seconds (but more realistically, 5 seconds like Spell Power Cure).
This set has been directly and indirectly nerfed for YEARS (remember when it worked with Blood Fountain???), by chopping down the number of actions that it can proc off of, to nerfing its duration, and then to nerfing the tick rate of basically every HoT in the game, which makes it almost impossible to get ticks on every member of your group every second of combat.
Anyway, that's a long-winded means of saying: "BUFF GOSSAMER PLS!"0 -

overheal as in healing while your already at 100% health
if you are even 1 hp less than your max hp then the set will proc because it still healed some health0 -
