Rally Cry in Glenumbra is bugged. Shaza is just standing there blocking quest progress. I noticed her dialogue didn't trigger either.
I logged off for 25+ min, didn't fix it. Quit/restarted quest, didn't fix it.
Loads of players here now with same problem.

ZOS_BilladminWe are aware of an issue where some players are not able to interact with Shaza gra-Dasik in the quest “Rally Cry.” This issue will be resolved in an upcoming patch.
