can't update / repair game

It either tells me the game is already in use, or that I don't have enough disk space available. 70 gb of free space not enough disk space? I'm in a bit confused here. Anyone have any advice?

Ode2Order✭✭✭✭Fixed. It was Steam having a download in limbo on the same drive because I paused it to update ESO.0
