Aellaren✭I was abe to complete it using a work around. Abandon the quest and travel to Courmont (sp), the quest giver appeared to me crossing the bridge into the town. Dont be discouraged if he doesnt appear instantly, i had to cross the bridge a few times for him to spawn. However once he did the quest was easily completed without further bugs.

cabbageub17_ESO✭✭✭Yeah the Cormount thing works which in the dialogue it says go to Courmount but then the contact approaches you right when you leave the big tree. Seems like his approaching too early is causing the problem.0
