I've seen WW go through many re-balancing due to it being pretty OP but as far as lore and the history of TES i feel that they captured Hircines blessing pretty well. Still it bothers me by how OP the form is, not due to its stats or abilities but solely based on its indefinite uptime.
Werewolf coast 325 to transform and last for 30s with 3 passives that can extend the length of it, this is cool and all but not balanced as the other transformations have a timer.
Vampire cost 286 last for 20s and has no ability to extend its transformation even though the vampire has a resource of blood that can be used to feed and extend the duration just like Werewolf.
the Bone Colossus/Goliath cost 250 and last for 20s with no ability to extend its transformations either, while it also has a resource of souls that can be harvested to extend the duration just like werewolf.
necromancer and vampire forms dont have as many passives and abilities as Werewolf and i understand thats balanced with the initial cost being a high 325 but after this next up date with Markharth having the WW become more tanky with the extra damage taken reduced from 8% to 5% to extend their already high survival i feel that having them remain like that indefinitely is very unbalanced since the other forms can not and have no reason not to. I feel for balancing it should be they all have timers or they all have extension through resource.
For pvp we have the deadric artifacts that is some what of a transformation and it also has a refill similar to WW instead of a timer which i found strange for a game that's always trying to balance everything would make the transformations unbalanced like this.
