Why can't I download the game?

So I play on Stadia and I bought the pre-purchase chapter online a few days for PC. I accidentally put in the incorrect zip code for my billing address and corrected it but I was charged twice and the first one says that there is a "fulfillment issue" but the second transaction worked. I've put in a ticket but that got me nowhere. Can anyone help?

    Also, don't put in multiple tickets as each one will put you to the back of the queue.

    Most importantly, do not claim a chargeback on your card or, like most companies, ZOS will close your game account. You must resolve this through the support system.

    You will need to get customer support to help you. This a fan forum, we're all ESO players, like you, we can't change anything to do with your account or billing.

    But we might be able to help you understand that process. For a start when you say putting in a ticket got you nowhere what do you mean? What happened? What didn't happen?

    Usually when you submit a ticket the first reply will be an automated one - a computer tries to guess at your question by picking out key words and spits out some pre-generated text. For example if you mention the word password you'll get instructions on how to reset your password if you forgot it.

    You have to reply to that email to say it did not help fix the problem, otherwise customer support assume it gave you the info you needed and they don't need to do anything else and sooner or later your ticket will be marked resolved and closed. If you reply then an actual person will respond.

    The same goes for the rest of the process too - if you stop replying they'll assume the problem is fixed. Or maybe they'll know it isn't but they can't keep trying to fix it without your input so they'll have to give up and mark it closed. So you need to keep looking out for the emails (or logging into the website to check that way) and respond to them.

    If they ask you to try something, or provide more info you need to do it and then reply to let them know. Even if you're sure it's completely pointless and won't help at all. They are not the boss - they have a process they have to follow and have to be able to justify their actions to the boss if necessary so they can't just skip things or make wild guesses. Also they can't see what's on your screen or bank statements or whatever, they only know the info you provide so you will need to explain every detail.
