It has to do with performance across all the systems and connections that a Stadia user could be using. A phone on cell plan data in a rural location for example would not support much more than 30 frames, if that. Same with a number of business grade laptops that use CPU graphics. 30 gives a level, or mostly level playing field for users.

If you want to balance graphics for performance, then play on PC.
