Shrine of Corruption

I am stuck at 2/3 in this quest. I found an article that says there are issues with this quest. It unfortunately it doesn't say where the issue is.

I've attempted all of the necessary troubleshooting to no avail. Hoping for a fix soon?

Did you talk to the witch on the small cliff overlooking the east side of the lake? That's the one almost everyone misses out on because they didn't bother reading the quest dialogue.

I finally found her. Good call. However, in my defense, she was standing outside of the quest circle and the journal did say kill witches for the items.

PS - Witches name is Leifner

Witch not marked with standard questpoint marker is how I missed her. Doesnt even look like a witch.
