To everyone standing under the stairs, you are doing it wrong. I finally got it to work today by logging out and back in enough times. Probably did it 30 times, but it worked. My friend got it on his first try.

I never said it didn't take place in the Fighters Guild. I said it doesn't take place in the side room everyone was hanging out at. It takes place in the main hall as soon as you walk in the front door. If the quest is working, you can't possibly miss it.

please for the love of god, fix this quest..

I hope they don't fix it like they fixed the starting prison area. They made it SOLO instead of with people. Because the prophet kept breaking.

Doing this, still does nothing, any fixes I've tried have done NOTHING. Zenimax..the hell is THIS.

And I'm still experiencing issues. We're still in Beta, admit it, but alot of bugs, myself and many others reported in Beta, why are they still even in existance and been left alone till now? My progress is blocked..the character I wish to play is unable to continue, "Nyeh! go play other characters till its fixed!" No..I shouldn't have to go on another character, on another faction I don't..even want to play. I wish to have fun and logging out and in for 2-3 days is not what I'd call fun.

The above fixes have not worked for me, I log out, back in...still the same instance every single time.

I just did this last night. The quest mobs will spawn right where you enter the fighters guild at the T junction as Mikells said. Basically what I did was /camp and log back on about a dozen times until I finally logged into an instance where the mobs were up. Annoying as hell, but it worked.

I finally got it to work. Thanks @twitchtvantpile for the video. If not for that, I'd still be hiding under the damn stairs like a freakin' idiot.

hahah i waited for like 4 minutes then finally decided to log out and log back in, first time it was back up and ended it in 1 minute with like 7 people waiting there

The group of people in that video are farming useless mobs.
The ritual takes place as soon as you walk into the fighters guild in the main room on the bottom floor and there is a ton of mobs. Completed it the other day. everyone needs to actually let the place respawn and leave the building. this seems to work.
Now getting people to actually leave the building and wait is another story.

If you walk in and don't see it walk right back out.

I finally was able to finish this quest. It does start as soon as you open the main door.

Entered a bugged instance, got called names by the people under the stairs for pulling agro on the side room mobs. Went back outside and did the logout/login thing. Entered again and the mobs had spawned right where they were supposed to, in the main hallway. Thanks for the tip.

When I played Beta (towards the end) there were so many bugged quests. When it got to 2 weeks before release, I mentioned in chat that it was sad SO MANY QUESTS WERE BUGGED (I was playing Daggerfall and literally 50% of their quests were bugged as badly or worse than Safe Haven). I got slammed because "It's BETA!".

I don't understand how people think 50% of bugged quests in one faction 2 weeks before release was excusable....even if it was beta.
