Lightning/Electrical Sparks Furnishing Item

A while back, I saw a lightning effect inside someone's house. I'm trying to figure out what was causing it, but I cannot find an item that emits lightning or sparks. It was sizeable, not just little sparks. I'm guessing it was an achieve?

Any ideas?!

Battleground Achievement item. Storm Lord Weather Vane thingy. They probably sunk the rest of the item. That's the only electrical furnishing I can think of.

Do u know how to get it? Wich an achievement have to unlock? Or where can buy it?

You can also get a lightning effect from the Surplus Lightning Ballista from the Cyrodiil Achievement furnishings. You have to achieve the Praetorian rank to buy it. More information on Cyrodiil achievement furnishings here:
