Happens since U12. Some NPCs use aura of protection that should stay firmly on the ground as a pillar. However, it erratically goes up and down and blinks instead.
Barrow Trench delve in Greenshade, for example, has those kind of NPCs that will always release blinking pillars.

spinality✭✭Yes, we see this all the time, lots of different NPCs. I actually thought it was an intentional animation, done for some unknown reason. But you're probably right, it's a bug.0
