Honor the Dead is bugged (PC)

It was already reported but already burried: Honor the Dead doesn't proc magicka returns if target after heal have more than 75% hp.

You can see that when i used healing first time and got to 100% hp i didn't got mana return despite heal was initiated when I was below 75% hp. On second cast I was still under 75% hp and thus mana return proced.
This morph is already only usefull for dueling and solo pvp only, but with this bug usability in those situations no longer viable and thus there is no point to choose it over Breath of Life. It killing this morph.
It need immideat attention.
P.S.: bug when this current bug was cancelling mana proc from previous cast was fixed, yet this one still exist.

    Can this % health trigger be checked for execute abilities too? Submitted a bug report a month or so ago about killer's blade proccing execute damage inconsistently. This is less noticeable on other executes with scaling damage. So I am guessing that incoming/simultaneous heals are being applied before the health trigger check, which will bring low health targets out of killers blade execute range more frequently than the executes that start scaling damage at the 50% threshold. Maybe this is intended, but if it is then something is still weird about Killer's Blade procs.

    It has more bugs... I've noticed more often than I care for that it doesn't cast, yet does take away magicka. Usually during laggy cyrodiil conditions (which unfortunately is everyday at prime time since 1T)

    but lag is a templar's worst enemy.. many templar skills just break when lag gets too high. Trying to jabs guards in high lag conditions is a futile activity, jabs go in slo-mo mode while the guards zap around your screen... and then there's toppling charge that just gets stuck and in many cases locks you out of skill use (which ZOS has tried to fix a couple of times, yet still hasn't succeeded in finally resolving the issue.. all they did was make other gap closers work differently in an attempt to fix toppling, yet toppling is still the same buggy mess as before).
    In high lag conditions, casted skills suddenly take ages to cast too.. so that rules out trying to use Dark Flare.. which goes from a 1.1s cast time to more like a 5s cast time in high lag. (not specific to templars, since skills like Inevitable Detonation have the same problem)
