Grouping tool buffs spell and weapon damage by 25% even with no low-level in group.

Hello, I found a bug (I assume)
Even with no under-cp160 player in a group, dungeons started from grouping tool are buffing everyone's weapon and spell damage by 25%. This is making dungeons too easy.
