Magplar bug Reflective Light and Dark Flare

Both spells have no spell animation (casting animation still present).
Both spells do not register damage on the mob health bar, however they are doing damage and providing the appropriate buff/debuff.

For a case like this you need to provide video footage. Did you try to reload ui, enter a new zone and relog? If a bug can not be reproduced, it can not be fixed.

All but relog. It's consistent.

Someone found a solution for missing visual effects, perhaps it will solve your issue:

i still have same problem also, on nb almost all skills have no animation (proxy does) changes in settings didnt fix it yet
